Here in Texas the easiest way to get a bike license is to take a state approved riders course. make sure they give both the written and road tests, to that way, when you pass; all you have to do is go to the TXDMV and show them your certificate and get your motorcycle endorsement for your license.
I plan on taking a course right after I get my income tax in 09, down here in Houston.
as for insurance, with your age i would try either progressive or geico. I have geico for both of my vehicles and my agent said when i get my bike i would get a very good rate since i've been with them for so long.
if you're buying your bike from a private seller, just take your paper work (bill of sale or reciept, title, and all work done on the bike) to your nearest county court house. there you will pay the registration fee, title transfer fee, and get new tags and a new license plate for your bike.
hope that helps.

Call DPS and ask where the Motorcycle Safety Foundation (MSF) approved course is taught. Its usually at the local college. Harley-Davidson dealers also have a MSF approved course called "Riders Edge". The H-D course is more expensive but may be easier to get into. You have already taken the written exam.
If you buy a bike from a dealer then they should take care of registration. Otherwise, you have to take the title to the county courthouse, where they make a record of your ownership, and you pay taxes on the purchase price and get your tags.
My son got a good insurance rate on his sport bike from Progressive. My wife and I get good rates from Geico but we are both long-time riders.
I live in Corpus Christi.

1 way ... take the msf (beginner riders course) you can find info at any motorcycle dealership or even DCCCD quad C college and you'll be exempt from the riding test at DMV...just take the easy computerize writing test
plano DMV (parker / custer) where you can take riding/writing test
2nd way you just go straight up to the DMV and take both of the tests which will be harder since you're a new rider and dont' know how to ride
I'd recommand you take the class first then get your lic. at the DMV
that class teach you a lot of good riding techniques and habits

if you take the safety course you don't have to take the driving test, just the written. I have progressive on my 17 year old daughter and her 250 ninja added to my insurance (my bike and cars are in progressive) and it was a $98 a year to add her on. She took the safety class.

I've been with Dairyland for close to 40 years. Not long ago they were the only company that would insure bikes.

I have a BigDog K-9 motorcycle, 9 feet long, 300 rear tire, and 117 C.I. SS engine, fully customized, and i have Geico full coverage on it and it's just at 500 a year for the insurance. I've never had any accidents or tickets though and am 52 years old which probably helps. I paid 34000 dollars for it so 500 a year isn't bad.

Keep in mind that this is NOT a real motor cycle, and is not legal for use on public roads...that's why it's so much cheaper. These are toys that you can only ride on private property.
